    According to Article 9.3 of Vietnamese Circular regarding the accelerated examination system, it is described that “in the case NOIP refuses such request, it must notify the applicant". Is it correct

    Yes, it is correct.

     

    The main reason of refusal the request in Article 9.3 of Vietnamese Circular No. 01/2007/TT-BKHCN is the serious backlog problem of NOIP. However, we can point out some reasons for rejecting as below:

     

    - The subject matters in the application belong to the high technologies, such as, molecular biology, nano-technology, space-technology, biomedical, etc. which is beyond the common knowledge and proficiency of the Examiner in charge. In the other words, the Examiners at NOIP are not the skilled person in these fields;

     

    - The subject matters in the application relate to fields secured by government, such as, equipment for military. The Examiners will refuse to go on expedited examination because he/she needs to consult the opinion from the authority.
